Philippines opens first phase of world’s largest single-site solar and battery project

Philippine President Ferdinand Marcos Jr and Meralco Chairman Manuel V Pangilinan inaugurated Phase 1 of the MTerra Solar project on Tuesday, marking a major step in the country’s push to expand renewable energy and reduce its dependence on imported fossil fuels.

“Some critics have told us that projects of this size were beyond the Philippines, that we seem to be a country of modest paths. Under the President’s Bagong Pilipinas, we want this conventional wisdom challenged, if not changed, and prove that the Filipino can build to scale,” Pangilinan said.

Renewable Energy Expansion

He described the facility as only the beginning of Meralco’s renewable energy expansion.

“Meralco will keep building more renewables, more batteries, more jobs, until reliable clean energy ceases being a privilege and becomes a birthright for all Filipinos,” he added.

Marcos said the project arrived at a critical moment for the Philippines, after years of reliance on conventional energy sources left the country exposed to global market shocks.

“Such an energy mix leaves us more vulnerable to fluctuations in global fuel prices and developments in the international market. It underscores the importance of diversifying our energy sources and how we must be committed to moving that mix in the direction to favour renewables,” Marcos added.

The president said the government had worked closely with private-sector partners to accelerate renewable energy projects, describing MTerra Solar as one of the clearest results of that policy.

Energy Security Goals

Once both phases are complete, the project is expected to supply electricity to more than 2.4 million households and cut greenhouse gas emissions by approximately 4.3 million tonnes each year, according to Marcos.

Its integrated battery storage system is designed to store solar power for use beyond daylight hours, helping stabilise the grid as renewable generation increases.

Energy Secretary Sharon Garin said the project would help shield the Philippines from volatility in international fuel markets, where prices can react sharply to geopolitical tensions.

“Just a wrong tweet from a president out there, and our prices are already affected,” Garin said.

Workers at the site said the shift towards renewable energy could help ease the impact of rising fuel costs on ordinary Filipinos.

“Now that there is a war in the Middle East, this is a huge help to us, especially with how expensive gasoline is,” assembly worker Connie Velayo said.

Spanning thousands of hectares across Nueva Ecija and Bulacan, MTerra Solar is set to become the world’s largest integrated solar power and battery storage facility on a single site once fully completed.
