India’s Oil Trade: Russian Crude Finds a Route to Europe Through Indian Refining

India’s role as a critical supplier of refined oil to Europe, derived from Russian crude, has drawn significant attention amid the ongoing geopolitical landscape shaped by the Russia-Ukraine conflict. 

While European nations imposed sanctions and a price cap on Russian crude in 2022, these restrictions do not extend to oil products refined in third countries. This gap has allowed India to capitalize on discounted Russian crude, refining it for export to Europe.

The Timeline of India’s Refining and Export Boom

India’s import of Russian crude surged post-2022, jumping from negligible levels to constituting 41% of its total oil imports by 2024. This pivot to Russian oil occurred after European nations ceased direct purchases, resulting in significant discounts on Urals crude, which India procures extensively. According to reports, India has become Europe’s largest supplier of refined oil products, including diesel and jet fuel, with exports nearly doubling pre-2022 volumes​.

A key player in this supply chain is Gujarat, where major refineries like Reliance Industries’ Jamnagar and Rosneft-backed Nayara Energy process Russian crude. Between January and September 2024, Indian fuel exports to Europe increased by 58% compared to the previous year, signaling a substantial expansion of this trade route.

Economic and Political Implications

This development has implications for multiple stakeholders:

India’s Strategic Positioning: India’s ability to refine Russian oil and legally export products to sanctioning nations reflects its growing influence in global energy markets. The arrangement bolsters India’s energy security and economic gains while maintaining its non-aligned stance amid global tensions. As noted by the Centre for Research on Energy and Clean Air (CREA), India’s export of refined products derived from Russian crude accounted for approximately €6.16 billion in the 13 months following the price cap.

Europe’s Energy Challenges: For Europe, sourcing fuel refined from Russian crude indirectly contradicts the intent of sanctions. While this trade ensures supply stability, it highlights the challenges of enforcing comprehensive sanctions without collateral effects on allied nations​.

Russia’s Continued Revenue Streams: Despite sanctions, Russia continues to benefit from the export of discounted crude to nations like India and China. The export revenues from refined products flowing to Europe indirectly contribute to Kremlin’s earnings​.

Voices and Perspectives

An analyst from CREA highlighted that this phenomenon exposes a ‘refining loophole,’ enabling Russian crude to indirectly sustain Europe’s energy needs. 

Meanwhile, EU policymakers face criticism for not addressing this gap, with experts emphasizing the importance of closing these loopholes to align policy with the sanctions’ objectives​.

Global Impact and Ethical Considerations

This refined oil trade illustrates the complexities of global energy dynamics amid sanctions. For nations like India, this practice not only strengthens economic ties with Europe but also raises questions about the broader impact on international sanctions regimes.

Furthermore, environmentalists and human rights advocates argue that such arrangements, while legally permissible, may dilute the ethical stance against nations involved in controversial conflicts like Russia’s actions in Ukraine.

The flow of Russian crude to Europe via Indian refineries underscores the interconnectedness of global trade, even amid sanctions. It showcases India’s adept navigation of geopolitical waters while providing Europe with much-needed energy supplies.

However, as global dynamics shift, the sustainability and ethical implications of such arrangements will likely remain under scrutiny.
